This paper covers some basic premises as a result of a 2006 survey. Aimed squarely at HE in FE. A very interesting read. http://www.palatine.ac.uk/files/740.pdf

They redesigned the courses and pedagogy to create better assessments. Concrete examples of how assessment can be pshed in creative ways : http://www.reap.ac.uk/

Measuring and recording student achievement - Scoping report by Professor Robert Burgess -

This report recognises the importance of the Dearing recommendations and the use of a student progress file to record progress. This report also discusses alternative ways of assessing progress using eportfolios, and the emergence of ePDP and personal learning spaces. •  Examination reforms are absolutely essential to bring in desired effects of the proposed restructuring.  Questions which are purely memory recall do not help in assessing the achievement of objectives. They do not test the ability of the student to apply the knowledge in a new situation. Universities should not approve heavy dose of questions as open-ended as ‘write short notes’ or questions, which simply require students to explain key words or expressions.   The school education system in Kerala has already switched over to a creative assessment process and the higher education system needs to follow suit. A judicious mix of questions which (i) assess the direct knowledge of the student, (ii) assess standard application of knowledge, (iii) challenge the students by requiring to apply the knowledge earned through the course in a totally new situation and (iv) evaluate the ability to synthesize knowledge drawn from various sources, would be required.
